02 — How It All Began

A Road Born from the Great Depression

The Blue Ridge Parkway was not born from leisure — it was born from desperation. In the depths of the worst economic crisis in American history, the idea of building a scenic road through the Appalachian Mountains became both a jobs program and a vision for America's future.

The concept of a mountain highway through the southern Appalachians had been discussed for decades. Colonel Joseph Hyde Pratt first proposed a "Crest of the Blue Ridge Highway" in 1912, but funding issues and World War I shelved the project. It wasn't until the 1930s, when millions of Americans were out of work and President Franklin D. Fifty-two years after groundbreaking, the Linn Cove Viaduct completes the "missing link" around Grandfather Mountain. The full 469-mile Parkway is open.

An important clarification: The Blue Ridge Parkway is managed by the National Park Service (NPS), not the U.S. Forest Service. It has been a unit of the national park system since 1936. Some adjacent lands along the Parkway are managed by the U.S. Forest Service (including Pisgah National Forest), but the Parkway itself — the road, the overlooks, the visitor centers — is NPS property. Rangers on the Parkway are federal law enforcement officers of the National Park Service.

The designers' guiding philosophy was remarkable for its time: build a road that blends into the landscape rather than dominating it. Foremost in the minds of every engineer and landscape architect was to create as little scar as possible. Twenty-six tunnels were carved through mountain ridges — 25 of them in North Carolina — not because tunnels were easy, but because they caused less visual damage than open cuts through the rock. Most of this tunnel work was done by hand, using minimal machinery, both to preserve the landscape and to create jobs for workers who desperately needed them.

03 — The Missing Link

Hugh Morton, Grandfather Mountain & the Linn Cove Viaduct

For two decades, a 7.7-mile gap in the Blue Ridge Parkway remained unfinished. The reason was one man's fierce determination to protect a mountain he loved — and his refusal to let the federal government destroy it in the name of a road.

Hugh MacRae Morton inherited Grandfather Mountain from his grandfather in 1952. A renowned photographer, passionate conservationist, and one of North Carolina's most influential citizens, Morton developed the mountain as a tourist destination — building the famous Mile High Swinging Bridge, a nature museum, and wildlife habitats for native species. But when the National Park Service proposed completing the Parkway with a "high route" across Grandfather's slopes at 5,000 feet, including a 1,700-foot tunnel through Pilot Ridge, Morton was horrified.

He described the proposed route as taking "a switchblade to the Mona Lisa." The high route would have required massive cut-and-fill construction — blasting through rock, removing forests, and permanently scarring one of the most ecologically sensitive mountains in the Appalachians. Grandfather Mountain is now recognized as a UNESCO International Biosphere Reserve, home to extraordinary biodiversity including rare plants, the Virginia Big-Eared bat, and some of the oldest rock formations on the continent.

Morton fought the Park Service for nearly two decades. He used his considerable political connections, his nationally published photography, and sheer stubborn perseverance to block the high route. He received the Theodore Roosevelt Award for Conservation at the White House from President George H. W. Bush in 1990 and championed North Carolina's Mountain Ridge Protection Act in 1983, which outlawed tall buildings on mountain ridgelines.

The Engineering Marvel

After years of negotiation, the Park Service and Morton agreed on a compromise: a lower "middle route" that would use an elevated viaduct to cross the most fragile terrain without touching the ground beneath it. The result was the Linn Cove Viaduct — a 1,243-foot concrete bridge made from 153 individually cast 50-ton segments, built from the top down using a specialized crane so that construction equipment never had to touch the mountainside below.

Using newly available computer technology, engineers achieved a margin of error of just 0.0001 feet in the alignment of each segment. The pieces were manufactured using a "match casting" method, where each segment was cast against the one preceding it to ensure a perfect fit. Steel post-tensioning cables were threaded throughout the structure for additional strength. The viaduct was completed on September 11, 1983, and opened to drivers in 1987, finally connecting the two halves of the Parkway after 52 years.

Morton's legacy endures: After Hugh Morton passed away in 2006, his family sold nearly 3,000 acres of Grandfather Mountain's backcountry to the State of North Carolina, which became Grandfather Mountain State Park. The tourist attraction portion is now managed by the nonprofit Grandfather Mountain Stewardship Foundation. Morton's fight for Grandfather Mountain proved that conservation and development can coexist — and that sometimes, one determined person can change the course of history.

Winter on the Parkway — Closures, Ice & Quiet Beauty

A common question visitors ask is whether the Blue Ridge Parkway closes for winter. The answer is nuanced: the Parkway never officially closes for the entire season, but large sections close frequently — sometimes for weeks or months at a time — due to snow, ice, and hazardous conditions at high elevations.

Here is what every winter visitor needs to understand: the National Park Service does not plow or treat the Parkway with salt or chemicals. This is a deliberate policy to protect the natural environment. Closed sections reopen only after natural melting. At high elevations — particularly above 4,000 feet — ice can persist for weeks, especially in the 25 tunnels along the North Carolina section, where dripping groundwater and lack of sunlight create dangerous ice accumulation even when surrounding areas are above freezing.
